Rockman EXE : Dekao is hospitalized after a robotic cat latches itself to his leg. However that's not the only electronic device that malfunctions when the entire city is hit with a weird electric wave, causing the technology to go haywire and attack everyone. Netto and Meiru chase a toy dog onto a subway when it steals Mariko's handbag, but they soon learn that the culprit behind the electric wave, Count Elec and his Navi Elecman, are causing the subway to speed out of control!
