The Bill: Monroe talks to Garfield and Hollis about their arrest rates. Quinnan and Datta are sent to investigate a loud party where a fight breaks out. Quinnan sets up a prisoner with drugs. Garfield backs him up. Quinnan is very aggressive when interviewing the suspect. One of the party goers complains about Quinnan. Even though two other people say it wasn't the man Quinnan claims dropped the dope he is sticking to his story.
